Don't change the color of the scroll bars of the browser window. The scroll bars are part of the browser chrome and hence not of the web page. I have seen cases where the scroll bars almost got lost in the "design" due to the bad color scheme used. If scroll bars blend into your design visitors might miss out on parts of your web site.
