Not an intrusion in the strict sense. Due to the disadvantage of pages that are part of a frame set and being accessible via for example search engines it is necessary to rebuild the frame set. This rebuilding causes some jumpy behavior in the browser window. I am not against the use of frames but this is one of the reasons for me to recommend not to use them where not really needed.
